General Job Summary

The Director of TRiO Programs is responsible for the day-to-day administration and oversight of the West Virginia Higher Education Policy Commission’s Upward Bound Math and Science programs. The Director reports to the Senior Director of Student Services and serves as a member of the Division of Student Affairs leadership team.

The position is responsible for the development, implementation, and direct management of all aspects of the programs including budget oversight, grant implementation, ensuring adherence to federal, state, and institutional regulations and guidelines, ensuring that all grant goals and objectives are met, collecting, analyzing, and the dissemination of data and research to inform programming decisions as well as the submission of all grant-related reports, including the Annual Performance Reports (APRs). The Director of TRiO Programs is responsible for hiring, supervising, and evaluating all program staff.

This is a five year federally grant funded position based at West Liberty University near Wheeling, WV.

Duties and Responsibilities

  • Directs all aspects of the Upward Bound Math and Science Grant Programs;
  • Recruits, hires, trains, supervises, and evaluates all project staff;
  • Ensures the delivery of quality curriculum development, and program design necessary for grant implementation (including academic advising, financial aid counseling, admission to postsecondary and transfer institutions, and career development services) to program participants.
  • Administers, monitors, and manages the program budgets, in accordance with grant requirements and in collaboration with the agency’s Division of Student Affairs and Division of Finance and Facilities.
  • Collects, analyzes, interprets, and utilizes student performance data to record and improve program efficacy, in accordance with TRiO reporting requirements and in collaboration with program staff and the agency’s research and analysis efforts.
  • Maintains collaborative relationships with key stakeholders, local, regional, and state partners, and other appropriate partners necessary to facilitate success for project participants.
  • Collaborates and liaises with West Liberty University, site-level service school districts, and the WV Higher Education Policy Commission to encourage and foster organizational climates conducive to the success of project participants.
  • Communicates with the U.S. Department of Education (ED) on behalf of the program and regularly requests, reviews, analyzes, compiles, and submits project data in established formats to ED, including budget reports, the Annual Performance Reports (APRs) and all ad hoc requests necessary for successful grant management.
  • Ensures programmatic compliance with TRiO legislation and regulations and attends regular TRiO priority trainings and associated ED-approved trainings and meetings.
  • Communicates, presents, and trains other staff related to program development, implementation, and outcomes.
  • Ensures successful applicant intake interviews and facilitates the development of Educational Action Plans.
  • Represents the agency, TRiO programs, and partner institution at on- and off-campus community events.
  • Develops grant applications for the continuation of funds, and additional funding sources to support service area in collaboration with the West Virginia Higher Education Policy Commission.
  • Serves on college-wide teams and committees, as assigned.
  • Performs other duties as assigned by the Senior Director of Student Services.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE:

Bachelor’s degree in education, counseling, social sciences, human services, business administration, management, or a related field.

Master’s degree in education, counseling, social sciences, human services, business administration, management, or a related field is preferred.

Three years relevant work experience is required:

  • Planning and coordinating educational activities; teaching, supervising, or counseling non-traditional, under-represented students; and successful budget development, administration and oversight as well as management of exempt and nonexempt staff.
  • Preferred work experience in student service delivery includes experience with TRIO programs and/or similar programs working with under-represented or economically disadvantaged populations;
  • Must be able to meet the travel requirements including air travel.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of concepts and factors related to educational opportunity for underserved populations including low-income, first-generation individuals
  • Knowledge of issues/factors relating to the mission of the organization including the socio-economic complexity and educational and cultural characteristics of the population served
  • Knowledge of local, state, and federal laws relating to the program purpose and goals
  • Comprehensive project management skills; skills in program planning and implementation
  • Ability to conduct independent research
  • Comprehensive analytical skills
  • Excellent verbal and written communication skills
  • Intermediate technology skills - Proficient in Microsoft Office including Word, PowerPoint, Excel, and Outlook required
  • Ability to travel including airline travel.
