Duties Summary
The Development Branch provides overall administration for development, construction, administration, and technical assistance to increase affordable housing for low and moderate income households, elderly, and special needs groups. It provides architectural and engineering review, inspection services, development tools and financing assistance to eligible developers and contractors for the development, modernization, capital improvement, and repair and maintenance of new and existing facilities.
The Development Support Section provides architectural and engineering review; assists with quality control, abatement of hazardous materials, dedication of infrastructure, subdivision of land, and issuing various access agreements; coordinates and administers project contract work; and helps to evaluate if plans and specifications are in compliance with applicable laws, ordinances, rules and standards. The Development Support Section also oversees the implementation and monitoring of Federal, State and County Labor Standards and construction requirements.
The primary purpose of this position is to assess and procure construction, repair, and maintenance services and to inspect and report on the Corporation’s projects and lessees for conformance to plans and specifications, conformance to laws and ordinances, and/or conformance to lease requirements. Additionally, this position is required to travel to neighbor islands, as necessary.
Minimum Qualification Requirements
Knowledge:
General knowledge of development and construction processes and practices. Familiarity with common work practices in the building and maintenance trade, including carpentry, plumbing, masonry, electrical, and painting, particularly as related to building and infrastructure construction and maintenance. Knowledge of associated occupational hazards, safety principles and practices of the trades, report writing, bid preparation and public relations.
Skills/Abilities:
Ability to review drawings, plans, development plans, master plans and any other applicable documents for the development of residential high rises, residential multi-family, residential single family detached dwelling, commercial projects and/or space, and infrastructure systems.
Ability to conduct inspections, including those involving property with challenging terrain and dense vegetation.
Able to detect flaws or defects in workmanship or materials; read and interpret building plans and specifications and check construction or repair work for conformance thereto; estimate cost and extent of labor, materials and equipment required; give clear and concise oral and written instructions, and maintain good working relationship with others as well as members of the Board of the Association of Homeowners, and be able to prepare reports related to projects under the inspection of the supervisor.
Strong writing and verbal skills. Proficiency in Microsoft Word, Excel, and Outlook.
Education:
Graduation from an accredited four-year college or university with a bachelor’s degree in Architecture, Engineering, Planning, Construction Management, Real Estate, Business, Economics, or related field.
Experience:
Experience: Four (4) years of work experience in architecture, engineering, construction or maintenance/repair of buildings or infrastructure. Two (2) years of the four (4) years must be in a capacity as inspecting construction work or coordinating the work of construction contractors.
Required Licenses, Certificates, etc.:
State of Hawaii Driver’s License
Substitutions Allowed:
Any one of the following will substitute for the education requirement:
- Seven (7) years of experience in architecture, engineering, construction or maintenance/repair of buildings or infrastructure in a capacity as inspecting construction work or coordinating the work of construction contractors.
- An Associate’s degree in architectural or engineering drafting from an accredited college or university; or in the Applied Trades, Architectural, Engineering and CAD Technologies, and Carpentry Technology programs at Honolulu Community College, or similar academic program from an accredited college or university and five (5) years of experience in architecture, engineering, construction or maintenance/repair of buildings and infrastructure in a capacity as inspecting construction work or coordinating the work of construction contractors.
Substitutions are subject to the review and consideration of the Executive Director and is at the Executive Director’s total discretion.
