Virginia's Department of Motor Vehicles (DMV) serves a customer base of approximately 6.2 million licensed drivers and ID cardholders with over 8.4 million registered vehicles. Serving as the “front door” to state government, DMV manages extensive face-to-face and digital points of contact with Virginia's citizens across the Commonwealth. DMV also serves a wide array of businesses, including vehicle dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations.
Through its headquarters in Richmond, DMV operates 75 customer service centers (CSCs), 55 DMV Select offices, 13 permanent motor carrier service centers (weigh stations), 12 mobile weigh crews, one satellite weigh station, 14 DMV Connect teams, one remote Customer Call Center, and a website that offers more than 50 transactions.
According to VA Code § 46.2-200. Department of Motor Vehicles.
There shall be a Department of Motor Vehicles in the executive department, responsible to the Secretary of Transportation. The Department shall be under the supervision and management of the Commissioner of the Department of Motor Vehicles.
The Department shall be responsible for the administration of the motor vehicle license, registration and title laws; the issuance, suspension, and revocation of driver's licenses; the examination of applicants for and holders of driver's licenses; the administration, training, disciplining, and assignment of examiners of applicants for driver's licenses; the administration of the safety responsibility laws, fuel tax laws, the provisions of this title relating to transportation safety, and dealer licensing laws; the registration of carriers of passengers or property and vehicles that may be required to be registered under the International Registration Plan or pay road tax as described under Chapter 27 (§ 58.1-2700 et seq.) of Title 58.1 under the International Fuel Tax Agreement; the audit of carriers of passengers or property for compliance with registration and road tax requirements; proof of financial responsibility; and any other services that may be required to create a single point of contact for motor carriers operating within and without the Commonwealth, including the operation of permanent and mobile motor carrier service centers.

THE POSITION
Transforming the Department of Motor Vehicles to achieve and sustain best-in-class performance has been a top priority for the Governor, Secretary of Transportation, and Chief Transformation Officer. The next Commissioner must:
  • Be laser-focused on improving customer service, identifying and realizing cost efficiencies, and modernizing agency operations while maintaining access to agency services for all Virginians
  • Have demonstrated successful leadership experience in transformative environments. Governor Youngkin, Secretary Miller, and CTO Moeller began transformation efforts in January 2022 with an initial focus on customer service and field operations. The next stages of the transformation will focus on organizational structure, cost efficiencies, IT modernization, and additional aspects as determined. The ongoing transformation effort will require:
o Commitment to rapidly and effectively executing transformation initiatives already underway
o Ability to identify new areas for transformation
o Leadership to implement a fundamental culture shift at the agency that will embed the transformation mindset of ownership, customer service, and accountability at all levels of the organization
  • Possess strong management skills to realize the full potential of the DMV’s workforce of over 2,000 employees to serve Virginians more efficiently and effectively
  • Have experience managing large operating budgets and an understanding of public finance. DMV has an operating budget of over $300 million and is responsible for revenue collection of over $3 billion annually
  • Dedication to bringing business efficiency to government and making it more responsive, cost-effective, and transparent for all Virginians
  • Conservative fiscal management approach to departmental finances. Demonstrated ability to identify and capture cost savings opportunities and manage trade-offs
  • Understanding that business is the driving force behind economic growth and that the role of government should be to enable free enterprise and competition
  • Engage and liaise with members of the General Assembly, local officials, commercial clients, and the public in cooperation with the Secretary’s Office
  • Collaborate with the Secretary of Transportation and Chief Transformation Officer to optimize and accelerate transformation of the DMV and share best practices with other agencies.
  • Undertake other duties as determined by the Secretary of Transportation

KEY RESPONSIBILITIES
  • Proven, visionary leader capable of executing a high-profile organizational transformation agenda
  • Ability to engage across various constituencies and collaborate with leaders of multiple departments (or equivalents), including daily engagement with the Transportation Secretariat and Governor’s Transformation Office
  • Knowledgeable, articulate, and capable public speaker
  • Demonstrated commitment to accountability, transparency, performance metrics, and a data-driven approach to improving measurable outcomes
  • Recommended:
o Prior experience leading organizational transformation(s)
o Prior leadership success in consumer-facing businesses and/or government agencies
o Understanding of customer service, IT modernization, and the transportation sector
o Understanding of the legislative process and ability to work with the public and elected officials in the public policy arena

EDUCATION
Bachelor’s Degree required. Advanced degree or equivalent leadership experience preferred.
