Background

In the United States, wildfires are becoming increasingly severe and costly in terms of acreage burned, property damage, and most importantly, lives lost. Wildfire frequency and intensity is escalating, inducing budgetary, personnel, and equipment challenges. Furthermore, California and other western states have been facing persistent drought conditions and much hotter temperatures, which are fueling wildfire intensity and duration.

NASA Aeronautics Research Institutes (NARI) is exploring how aeronautics can play a role in better prediction, mitigation, and management of wildfires to reduce their impact. At the same time, there is opportunity for comprehensive NASA impact (aeronautics, science, and space). The initial approach is development of a concept of operations with input from stakeholders and other agencies to harmonize goals.

NARI requires support for mapping internal and external capabilities, use cases, and drafting a high-impact plan, including, but not limited to these considerations:

• Support development and documentation of use cases and tabletop discussions of uncrewed aircraft systems (UAS) collaborating with larger aircraft in support of firefighting efforts, including discussion of the extensible traffic management (xTM) services to be used as well as a review of any interactions among actors, services, and air traffic control (ATC) as necessary
• Support creation and distribution of meeting materials and presentations for tabletop exercises
• Develop documentation for Concept of Operations for aerial suppression and surveillance during wildland fires

The successful candidate will be responsible for the following:

• Technical Writing
  • Conceptualizing paper structure and outline
  • Documenting schedules and deliverable timelines for Concept of Operations plan development; remind contributors of deadlines
  • Conducting literature reviews and summarizing findings
  • Supporting report writing/editing to summarize tabletop exercises
• Leading or supporting research interviews to include conducting interviews, taking notes, and summarizing all interview material for incorporation into white papers and Concept of Operations
• Initiating and organizing team meetings as necessary
  • Taking minutes and/or actionable notes at meetings
  • Supporting meeting logistics (registration, coordination, etc.)
  • Organizing agendas, slide decks, and logistics for in-person and virtual events
  • Compiling and editing documents (reports, whitepapers, drafts for Concept of Operations) and edit presentations for grammar, consistency, compliance, and accuracy
• Conducting database reviews as needed
• Interpersonal organization
• Mentoring students/interns on research techniques

Education/Experience/Skills Requirement

• Bachelor’s degree or higher in aerospace, electrical engineering, computer science, or other technical discipline. Advanced degree preferred
• Possess analytical and problem-solving skills
• Self-starter with excellent organizational and communications skills
• Proficient with Microsoft Office Suite to include high level proficiency in MS Teams, PowerPoint, and Word
• Experience working with aviation datasets, air traffic control, autonomous systems
• US Citizen or permanent resident

Salary Range: $90,000 - $105,000; Depends on experience
