KEY RESPONSIBILITIES
- Ensure procurement strategy aligns with and supports Commonwealth leadership
- Collaborate with the Cabinet on strategic projects to attain cost savings goals through
- Stay abreast of relevant economic, industry, and supply market conditions to update
- Understand and maintain awareness of best practices.
- Develop an annual strategic sourcing / supplier / spend category management plan.
- Form and manage cross functional teams to execute a formal strategic sourcing
- Create a talent management process in coordination with HR to ensure that the right
- Manage the skills and competency development of procurement staff, including training
- Manage the strategic sourcing process and provide an environment that enables the
- Direct, review, and approve all major sourcing decisions.
- Negotiate strategic long-term contracts and service-level agreements.
- Provide strategic procurement guidance and develop programs, policies and procedures
- Ensure compliance to formal sourcing/procurement policies and preferred supplier
- Build and manage a support organization.
- Develop benchmarks and scorecards to be used for continuous improvement.
- Build a Procurement Center of Excellence (CoE) to help transform Procurement.
- Delivery of economies of scale and cost savings opportunities
- Meet agreed to operational budgets for procurement functions
- Meet or exceed agreed to service level agreements
- Supplier performance – on time, in full, at or above expectation
- Optimize number of sources while maintaining a focus on Small Women and Minority
- Effectiveness of communications and organizations performance
- 3 – 5 years of management consulting experience, plus a minimum
- 3-5 years of prior experience with procurement / strategic sourcing
- Change management skills and self-awareness to take varying
- Proven ability to lead and motivate a team, strong interpersonal
- Excellent communication skills and even better listening skills that
- Experience with modern sourcing and procurement systems.
- Familiarity with relevant legislative and regulatory requirements, as
- A BS/BA in business, materials management, purchasing or
- Professional certification, i.e. APICS, CPM, ISM, etc.is desirable
