Procurement functions within the Commonwealth of Virginia are highly decentralized. Legislation
identifies governing functions in multiple areas; Division of General Services creates policies
relative to procurement of goods and services except for Information Technology goods and
services which are governed by the Virginia Information Technology Agency. Certain Universities
and independent agencies are exempt from current rules and independently procure goods and
services.
Each agency has a team of procurement buyers who utilize several enterprise contracts some of
which are mandatory and others optional. Processes and procedures are developed at the
agency level using the general policies established by the governing entities.
A review of current policies, procedures, and practices is underway. Establishing this new role of
Chief Procurement Officer is needed to lead the implementation of recommendations adopted by
the Commonwealth and lead the transition to an efficient and effective Procurement function.
THE POSITION
The Chief Procurement Officer (CPO) will be responsible for ensuring that procurement strategies,
processes and procedures and best practices are developed, documented, and implemented to
coordinate procurement activities across the Commonwealth to maximize scale efficiencies and
deliver best-in-class effectiveness. The CPO will be responsible for establishing a central
procurement team to coordinate across Commonwealth agencies procurement departments to
define their requirements and develop enterprise contracts with suppliers deploying a formal
strategic sourcing process. The CPO will also be responsible for ensuring that the procurement
organization achieves high quality, low cost of goods and services and leverages the capabilities
of the central procurement team to help end users realize sustainable value.
The CPO will advance development of, and oversee, a support organization including a team of
Category Sourcing Managers whose role will be to create programs, policies, and procedures
required for successful implementation and execution of procurement strategies across all
discretionary spend categories, The CPO will also be responsible for developing and
implementing, in coordination with IT, systems to streamline transaction processes/costs while
providing spend transparency to enable the sourcing and spend management processes.

KEY RESPONSIBILITIES
  • Ensure procurement strategy aligns with and supports Commonwealth leadership
priorities.
  • Collaborate with the Cabinet on strategic projects to attain cost savings goals through
creative and forward-thinking management.
  • Stay abreast of relevant economic, industry, and supply market conditions to update
strategy and assure supply.
  • Understand and maintain awareness of best practices.
  • Develop an annual strategic sourcing / supplier / spend category management plan.
  • Form and manage cross functional teams to execute a formal strategic sourcing
process.
  • Create a talent management process in coordination with HR to ensure that the right
resources are in place.
  • Manage the skills and competency development of procurement staff, including training
development and knowledge management capabilities.
  • Manage the strategic sourcing process and provide an environment that enables the
success of individual teams (stakeholder management, review and pressure test savings
hypotheses, etc.).
  • Direct, review, and approve all major sourcing decisions.
  • Negotiate strategic long-term contracts and service-level agreements.
  • Provide strategic procurement guidance and develop programs, policies and procedures
to produce efficiencies and reduce expenses through strategic sourcing.
  • Ensure compliance to formal sourcing/procurement policies and preferred supplier
agreements.
  • Build and manage a support organization.
  • Develop benchmarks and scorecards to be used for continuous improvement.
  • Build a Procurement Center of Excellence (CoE) to help transform Procurement.

PROFESSIONAL EXPERIENCE/QUALIFICATIONS
  • 3 – 5 years of management consulting experience, plus a minimum
of 3 – 5 years of management experience or 5-10 years of
management experience.
  • 3-5 years of prior experience with procurement / strategic sourcing
or sales.
  • Change management skills and self-awareness to take varying
approaches with a dynamic set of stakeholders (e.g., expert model
vs. facilitative model).
  • Proven ability to lead and motivate a team, strong interpersonal
skills including written and oral communication skills, strong
negotiation skills, exceptional analytical skills, high energy level,
and a bias towards action.
  • Excellent communication skills and even better listening skills that
allows the CPO to get the “voice of the internal customer” and to
understand the company culture and how to best communicate
procurement’s value to it.
  • Experience with modern sourcing and procurement systems.
  • Familiarity with relevant legislative and regulatory requirements, as
well as understanding of standard contractual terms and conditions
to mitigate legal risk.
EDUCATION
  • A BS/BA in business, materials management, purchasing or
engineering plus an MBA (preferred).
  • Professional certification, i.e. APICS, CPM, ISM, etc.is desirable
