Job Summary:
This position is responsible for the design, development and processing of the sales incentive program for all markets and ensuring compliance with all policies and payment schedules. Responsible for development and maintenance of complex reporting and forecasting models for internal and broker commissions. Also responsible for working with Sales leadership to analyze and enhance the effectiveness of the sales incentive program.
- Manages all aspects of the internal sales incentive program including plan design, goal and rate setting, communication and reporting.
- Interacts and works with Sales VPs, Sales Directors and Sales Managers to set sales and retention goals at the employee level that align with the annual business plans by market segment and clarifies their understanding to ensure administrative consistency across the company. This includes developing complex models at the line of business and product level (Health, Dental, Vision, Rx, OMNIA, Stop Loss, and other ancillary products).
- Develop and maintain very detailed, complex production reporting models that support the payment of internal sales incentives.
- Develops analysis of the Sales Incentive payment results and identify areas that will continuously improve the alignment with the company objectives and ensures appropriate payments for the results achieved and compared to the market.
- Leads the Sales Incentive Steering Committee meetings with the CBU VPs that are conducted to review the effectiveness of the Sales Incentive Program. This includes reviewing the reporting on the results, comparison to prior years and modeling of proposed revisions to the plan.
- Develops forecasting models that use the membership and premium business plans to create five year forecasts of broker commission payments for FP&A for all markets and products. Also, manage the accrual and expense forecasts for internal sales incentives and other broker operations department accounts.
- Develops new business processes and methods to automate the reporting for the components of the internal incentive program results that are currently manual.
- Develop quality review processes to ensure accuracy of source data used to process internal commissions. This includes data entry into Salesforce, PIP reports and other source data received.
- Manages the development, release and maintenance of the Sales Incentive Plan Document that provides the program overview, description and administrative provisions.
- Accountable for maintaining effective internal controls over the processes and transactions under areas of responsibility including the completeness and accuracy of financial information and transactions, compliance with applicable laws and regulations, and the effectiveness and efficiency of operations.
Education/Experience:
- Bachelors degree from an accredited college or university, preferably in Computer Science, Mathematics, or Finance field preferred.
- Requires a minimum of 6-8 years of experience in finance, analytics or related area, preferably in the health insurance industry.
- Requires experience with database management, development, maintenance, and manipulation in Excel and Access.
- Prefer experience with SAS.
- Requires proficiency in MS Office (particularly advanced Excel)
- Prefers experience working with Horizon BCBSNJ systems, i.e. NMS, NASCO, EDW, Members Edge, IDS
Additional licensing, certifications, registrations:
Knowledge:
Must be very proficient in Excel and have working knowledge of MS Access. SAS experience preferred.
Must have experience developing reporting and forecasting models.
Skills and Abilities:
- Must have strong proficiency with advanced Excel functions.
- Requires knowledge of Access and prefer knowledge of SAS.
- Requires excellent analytical thinking ability

- Requires excellent customer-oriented attitude and willingness to meet customer needs
- Prefer knowledge of the health insurance industry.
- Prefer knowledge of data processing systems.
Salary Range:
$83,000 - $113,295
This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
