Position Summary:
We are seeking Federal Procurement Specialists to provide support to our federal customers, and to join our collaborative, innovative, customer-centric culture. The position is available for telework. The Procurement Specialist will provide support and assistance with all phases of the procurement process including assisting in the planning, solicitation, award support, and post-award phase. Support in these areas will include tasks such as the preparation of documents, facilitation of meetings, making recommendations for consideration by the government, gathering information, sorting or assembly of information, and the preparation of presentation materials.
Key Position Responsibilities Include:
- Responsible for limited pre- and post-award procurement functions on a wide variety of service, supply, construction, and/or equipment contracts. Some contracts may extend for several years and/or cover long periods of manufacture or extended periods of operation.
- Analyzes requirements and recommends appropriate contract type and acquisition methodology. Develops milestones and/or develops all required justification, clearances, determinations, and finds for Contracting Officer (CO) approval.
- Prepares solicitation documents. Selects appropriate clauses and develops specialized terms and conditions, ensures clear and complete specifications, and serves as the central point of contact for responses to inquiries on assigned procurement actions.
- Evaluate bids and proposals for technical adequacy; performs cost and price analyses; develops pre-negotiation positions for COs review and approval; conducts negotiations on technical, cost issues, and contract terms; prepares pre-award clearances and approvals; and recommends award to CO.
- Monitors contractor performance and assists CO in the administration of contracts. Interprets contract provisions, recommends schedule and other changes, and prepares modifications and associated documents for CO review and approval. Prepares documentation and files for contract close-out actions.
- Assists technical and professional personnel in the development of specifications and sole source justifications. Furnishes specifications and other descriptive data reflecting the intent of the specific procurement actions so potential suppliers have the proper concept of the required equipment, supplies, systems, or services.
- Initiates and consolidates market research activities for responses to procurement-related inquiries.
- Performs file, records, and systems research to gather procurement-related data for responses to inquiries within the agency.
Your Experience and Background:
- Must be a U.S. citizen
- Knowledge of the Federal Acquisition Regulation (FAR) preferred.
- Superior customer service, interpersonal, written and communication skills.
- Ability to take the initiative and use independent judgment.
- Salary will be commensurate with experience, based on the qualifications below:
- Procurement Support - Level III: Bachelors Degree & 10+ Years of Federal Government contracting experience.
- Procurement Support - Level II: Bachelors Degree & 6-9 Years of Federal Government contracting experience.
- Procurement Support - Level I: Bachelors Degree & 2-5 Years of Federal Government contracting experience.
