JOB TITLE: FISCAL MANAGER
REPORTS TO: CHIEF FINANCIAL OFFICER
The Sherwood School District is currently hiring for a Fiscal Manager to work as a part of a dynamic team. In this position, you will provide expertise in accounting, finance, budgeting, and payroll in a public school district of approximately 4700 students. Salary Range: $85,837 - $107,375
Paid Time Off:
- Vacation: 20 days per year for 5 years; 25 days per year after 5 years
- Sick Leave: 12 days each year that carry over to the following year
- Personal Leave: 2 days
- 11 paid holidays

JOB SUMMARY:
Manage all accounting, finance and state reporting functions, assist with the annual audit process, assist with the annual budget process, provide payroll and benefits management services to the Fiscal Services Division, the Administration and to the staff, and manage the District’s use of finance and accounting-related technology.

SUPERVISION RECEIVED AND EXERCISED
Receives supervision from Chief Financial Officer and may receive guidance and direction from Director or designee. Exercises no supervision. May provide guidance or training to fiscal support staff and engage in functional activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.
Accounting and Reporting:
- Assist in preparing for the annual audit.
- Compute annual indirect costs for budget purposes and for grant applications.
- Prepare journal entries for cash receipts, investment entries, coupons, pool interest, property taxes, and federal funds.
- Assist in required closing of end of year general ledger accounts and preparation for the annual financial report.
Finance:
- Manage cash flow related to cash requirements. Account for investment and pool earnings.
- Assist in preparation of budgets for areas such as utilities, insurance, debt service, and Sherwood Charter School.
- Manage development of the payroll performance for the district budget.
State and Federal Reporting:
- File required financial reports related to district grants.
- Assist departments with financial information required for grant budgeting and maintenance.
- Coordinate the myriad of Department of Education reporting requirements to ensure that all data collections are met in a timely manner with accurate information.
Payroll:
- Prepare the monthly payroll for all District licensed staff and administrators, enter time, manage payroll deductions, prepare and send direct deposit files, process paychecks, run reports as necessary.
- Responsible for complete reconciliations of payroll functions, including verification of gross and net computations and transactions posted to the General Ledger.
- Manage tax reporting, payment of withheld taxes, w-2 forms and quarterly reports. Balance payroll at the end of each calendar year.
- Work with the PERS EDX system to accurately report all PERS required information. Track new employees, enroll them in the PERS plan, withhold the required amount and work with staff to explain PERS requirements and answer questions. Reconcile monthly PERS statement.
- Manage payroll payables; submit information from payroll to accounts receivable to be paid monthly.
- Assist with the financial information for district union negotiations.
MINIMUM QUALIFICATIONS:
- Education:
- Minimum of Bachelor’s Degree in Accounting and Finance, Business Administration or related field of study preferred.
- Complete submission of Professional Application Materials.
- Preferred Qualifications:
- School district or governmental accounting experience.
- Five years of successful and progressively responsible accounting experience.
- Experience using Infinite Visions accounting system or a similar Enterprise Resource Planning system.

- Reasoning Ability:
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
- Computer Skills:
- Advanced Microsoft Excel skills.
- Proficient with Google suite
- Proficient in the usage of accounting, database software, internet software, e-mail and word processing software.
- Ability to type accurately and proficiently.
- Other Skills and Abilities:
- Ability to respectfully and professionally communicate with staff and the community.
- Ability to exercise good judgment and work in an environment with frequent interruptions and competing priorities.
- Certificates, Licenses, Registrations: Certificates as determined by the District including a valid Oregon Driver License.
EVALUATION:
Performance of this job will be evaluated bi-annually.

WORKING CONDITIONS:
The employee works with groups of staff and students, and on a one-on-one basis. The working conditions are that of a typical office atmosphere and/or school building.
Occasional travel between District buildings is required; occasional travel to area districts or ESDs for meetings and conferences should be anticipated.
