Part-time Customer Service Representative

The Customer Service Representative (CSR) will be required to engage with customers through face-to-face interactions, phone, email, and other written correspondence. The CSR is involved in processing payments for all City services and maintaining utility accounts through data entry. Work is performed under the general supervision of the Utility Services Manager (reports directly to a supervisor as assigned).
Main Responsibilities:
Greet guests who arrive in our lobby and/or receive calls in a professional and courteous manner.
Accepts all forms and correspondence for Utility Billing Department to maintain all utility accounts (new, changes, finals, etc.). Sort mail received directing it to the appropriate departments.
Process payments for all City services to include, but not limited to, deposits, utilities, recreational programs, etc.
Process move-ins, assists in verifying new customers do not have prior outstanding delinquent bills with the City. Processes move-outs, reviews accounts for eligibility for credits, understands consumption reports.
Assists all customers in person with questions and directs customers to appropriate department; and assists customers on the telephone.
Completes work orders for utilities and public works departments and contracted solid waste service provider as necessary.
Performs functions such as: balancing credits, deposits, reverse charges, adjustments and miscellaneous charges to balance their drawer on a daily basis.
Scan check payments with appropriate information for bank deposit as necessary.
Scan files as necessary into electronic storage software (LaserFiche).
Accesses inputs and retrieves information from a computer.
Regular in-person attendance, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required

Minimum Requirements:
Education and Experience:
High school graduate or possession of an acceptable equivalency diploma. Three (3) years billing or customer service experience may be substituted for educational requirement.
Knowledge, Skills and Abilities:
Knowledge of business math and accounting principles
Knowledge of daily operations and activities of customer service
Knowledge of City rates, ordinances and billing policies
Knowledge of functions of computer systems
Ability to communicate effectively
Ability to handle complaints and difficult individuals
Skill in the operation of office equipment including copiers, scanners etc.
Attention to Detail
Ethical conduct
Skill in writing reports and official documents.
Excellent organizational skills, ability to prioritize, and comfortable working independently
Exceptional oral and written communication skills, including strong spelling, grammar, and punctuation
Must be committed to providing outstanding customer service and demonstrate strong interpersonal skills
Essential Physical Skills:
Ability to access file cabinets for filing and retrieval of data
Ability to sit at a desk and view a display screen for extended periods of time
Ability to enter data at a prescribed rate of speed
Acceptable eyesight (with or without correction)
Acceptable hearing (with or without hearing aid)
Ability to communicate both orally and in writing
Ability to lift files, open filing cabinets, and stand as necessary
Ability to access, input and retrieve information from a computer
Works extensively at computer terminals. The work is performed in an office environment with frequent visits to end user locations. Work with a variety of hand and computer diagnostic tools to identify, repair and solve problems. Tasks involve the ability to exert physical effort in sedentary to occasionally heavy work, which may involve some lifting, reaching, carrying, pushing, and/or pulling of objects and materials weighing between 0-20 pounds.
