Description of Job

As our new Senior HR Operations Specialist in Learning Development, you will be responsible for providing learning and development opportunities within OIT through the development, maintenance, and leading of learning projects. This includes working with stakeholders to identify learning needs, researching solutions, and developing learning plans for filling knowledge gaps. Learning plans may include content from vendors, existing systems, State of Colorado resources, and other providers. You will be coordinating and reporting on educational stipends available to each OIT employee. You will consult with individuals and teams at all levels regarding learning plans and stipend spending.

In this role, you will exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results from learning plans and projects. You will develop and drive the implementation of new processes with broad organizational impact and serve as a resource for OIT employees, including leadership. In this position, you will be responsible for various learning analysis, reporting, and administrative duties.

You will learn and use some basic administrative functions of the Cornerstone Learning Management System (LMS) in order to deliver, support, and report on learning initiatives.

Limited learning content design, course authoring, and training delivery are possible, however, the position focus is not on content authoring or delivery but on needs analysis, planning, and facilitation of learning, reporting, and managing learning projects of different sizes.

Primary job duties include the following:

  • Consult with stakeholders at all levels of the organization to determine learning needs. Interactions can vary from 1 to 1 up to group consultations.
  • Identify options for filling knowledge gaps including, pricing, vendor, delivery modality, timing, audience, assessment needs, reporting needs, and other related considerations.
  • Assist HR leadership to manage some larger learning plan projects including working with other teams such as Learning Management System (LMS) Admins, Communications, Trainee organization, Trainees, and other stakeholders involved in the project.
  • Learn and employ some LMS administrative functions to coordinate and track learning programs.
  • Authoring and/or delivering, as needed, training content depending on the nature of the training and the person’s expertise in the content area. Prioritize training needs and projects/tasks performed by this position.
  • Develop and execute needs assessments and learning plans to leverage any funded per-employee learning and development stipend. Track learning within the learning management system meeting all regulatory compliance needs and ensuring data accuracy and integrity.
  • Create and implement programs to engage employees in their learning and promote a culture of learning.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.


Minimum Qualifications:

Four years experience in fields related to the duties of the position, including previous experience with:
  • Performance of training needs analysis
  • LMS systems as a user and/or administrator


Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
  • Additional, appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:

  • Creation of training plans.
  • Reporting design and creation.
  • Experience managing training needs analysis projects across multiple groups in a complex environment.
  • Knowledge of Project Management methodologies and key artifacts.
  • Experience leading Instructor-led training in person and/or virtually.
  • Experience working with vendors of training-related services and/or products.
  • Experience creating spreadsheets in Excel and/or Google Sheets.
  • Instructional Design experience.
  • Course Authoring experience.
  • Technical experience and/or aptitude.

Conditions of Employment:


OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.


Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
