POSITION TITLE: Senior Program Manager DATE: April 2023

POSITION SUMMARY: The Program Manager is responsible for leading all efforts associated with the Large Customer; operates in compliance with company safety practices and performs other duties as assigned. The Program Manager will lead a team to execute aircraft modification from contract award, parts and services procurement, certification and delivery. The Program Manager will serve as the primary customer contact and will provide regular updates both externally and internally as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Directs, supports, delegates and engages his/her employees to perform their duties ensuring completion in accordance with customer contract.
  • Develop and implement Earned Value Management metrics to track program status against cost and schedule objectives.
  • Tracks and reports aircraft modification performance against the baseline plan.
    • Develops a detailed Execution Schedule
    • Develops Estimate At Complete (EAC) for both dollars and hours
  • Leads the effort to draft supplier statement of work for bidding proposes.
  • Leads Subcontractor activity management to produce desired deliverables for project execution
  • Leads and develops all contractual engagement with all Suppliers and subcontractors for project execution
  • Leads and develops all activity to support project “kit generation” for entire project.
  • Primary point of contact with the customer for their organizations.
  • Interface with engineering firm, FAA and Quality on aircraft certification.
  • Manage department schedules ensuring aircraft availability, configuration and completion.
  • Responsible for the safe operation of the aircraft and systems and project planning for correcting defects and modifications.
  • Coordinates efforts of additional staff with management to ensure manpower.
  • Works closely with all program-contributing organizations to eliminate impacts to achieving performance goals.
  • Supports the monthly financial performance review.
  • Responsible for ensuring contract reporting requirements as required by the statement of work and executed contract.
  • Conducts performance evaluations as required.



DIMENSIONS
  • Manage a staff that includes Engineering Liaison, Logistics Specialist and Quality Control.
  • Serve as the Customer interface on all schedule and pricing issues
  • Provide EAC information to the operations team and management
  • Develop a detailed program schedule
  • Lead Monthly Program Review Meeting
  • Manage vendor relations to include RFQ development, resolving technical issues and manage cash flow



SKILLS AND EXPERIENCE
  • Must have Bachelor’s degree and ten to fifteen years of experience in general aviation required or equivalent combination of education and experience.
  • Ten years related experience to include experience in aircraft completions, modifications, certifications, and maintenance management.
  • Managed VVIP/Head of State completion programs. Experience with Sikorsky aircraft strongly desired.
  • Must have outstanding oral and written communication skills to include a) Creation/preparation of briefing charts and detailed correspondence/documents. b) Verbally expressing ideas and thoughts in joint meetings/formal briefings with staff.
  • Detailed knowledge of aircraft/airfield terminology and aircraft systems operations/functions required.
  • Must be able to read and understand aircraft drawings/data.
  • Familiarization with FAA certification requirements is required
  • Must have strong managerial abilities.
  • Must be able to focus on key tasks, prioritize duties, and manage multiple priorities.
  • Must have strong analytical, problem solving and negotiation skills.
  • Must be proficient in Microsoft Office programs.
  • Must have the PMP certification or obtain the certification with 3 months after employment

Physical Requirements: This position requires the ability to work in seated or standing positions for prolonged periods of time, perform office and clerical duties including use of office tools.

Working Environment: The working environment is both corporate office facility and aircraft Hangar operations. Daily contact with employees in other departments is required.
